Little Ricky, a half op can do some of the same things an op can do, including giving a user a voice (+v), and kicking and banning a user, and setting some channel modes such as moderation.
They can not promote someone to an Op, or halfop, and can not kick an op from the room.
if you are connected to the server, and want to see a detailed list of what a half op can and cant do, type
/helpop chmodes
It will display alot of information, and anything that has an [h] at the end of it, a halfop can do.
