I don't think Phil has released the code. However, if you are speaking of it "answering questions", then you need to have some triggers set up for things.

on 1:TEXT:THE QUESTION GOES HERE:#channelname:/msg #channelname YOUR ANSWER GOES HERE.

just replace THE QUESTION GOES HERE with whatever question you want it to answer. Replace YOUR ANSWER GOES HERE with the answer for that particular question. Also replace #channelname with the chat rooms name that you want it to answer in.

It is open source but I don't think that the current code that is being used in #chris has been released yet.

The code used in Pixie's release of Phi Plan has never and will never be released. I have entirely rewritten the bot code breaking it down into more classes however I'm finding it hard to find time to debug and release this.

As usrbingeek says, it's a waste of time using the release currently on sourceforge as it sucks.

I must note however that PhiPlan is only a bot system. It has been used to create the bot that is "Pixie" and the routines and whatnot that Pixie uses will also not be released.
