I understand what @ % and +V means. how do i give someone those symbols and what other symbols are there?

If you're the channel operator they can be assigned as follows:

Temporarily:
Op a user: /mode #channel +o nick
Halfop a user: /mode #channel +h nick
Voice a user: /mode #channel +v nick

Permanently: (They will receive these modes when joining the channel, if registered and identified to nickserv.)
Op (AOP) a user: /msg chanserv aop #channel add nick
Halfop (HOP) a user: /msg chanserv hop #channel add nick
Voice (VOP) a user: /msg chanserv vop #channel add nick

We currently don't offer any other symbols but there are other levels. Please see the ChanServ Commands page for all the options.

If someone is a half-op what kind of things can they do?

Can they kick/ban? Op/de-op people? Anything else?

half ops can kick, ban (temp) voice and devoice they can not halfop or op anyone

Half-Ops are just like ops, but can't kick ops or make themselves, or anyone else ops. They can also set some channel modes, like +m, and give users voice.
