It depends on the IRC client you are using.

If you are using the web chat you'd type the following in where you chat:
/cs topic #channelnamehere Newtopichere

You'd then have to highlight the letters/words you want a specific color and then click on the color you want them in the color box.

I'm very sorry, I haven't used the colored text in our Web Chat in years and I forgot that it didn't work that way.

I just played around with it and created a FAQ topic that should help you: How do I type in Colored Text? Bold Text?
